Before the Office, the Story
The Creation of Water. Second among the seven good creations is water, and the Bundaahišn gives it the full cosmic résumé: the gathered seas, the rivers running to the great lake of Vourukaša, the springs 'which never fail' (Bundaahišn 1, 3, 7). Its custodian is Haurvatāt — 'every-ness, completeness' — wholeness as a divine person, and by derivation the purity of her element; Ahriman answers with brine and bitter springs, poisoned wells, and the withholding of rain. The myth is the charter of Zoroastrian water law: since water is a creation entrusted to an Immortal, to foul a river is sacrilege rather than littering, and the duty to protect it binds layperson and priest alike.
Water in the Yasna. The Yasna joins her domain to her sister's: water for the haoma, plant for the pressing, word for the consecration (Yasna 9–11). In the litanies of the Aban Gāh — the watch of the waters in the daily round — the officiant addresses the waters themselves: 'we sacrifice to the good waters, to the waters of the springs' (Yasna 63–69). The chalice of the Yasna is washed with elaborate care; nothing impure may touch it, and the leftover water is returned to the earth with a blessing rather than poured away casually.

Not the First Rebrand
Haurvatāt is paired with Amərətāt in Zoroastrian worship and cosmology; their names passed into Middle Persian as Hordād and Amurdād and are preserved in the Zoroastrian calendar. The abstract noun haurvatāt is cognate with Vedic Sanskrit sarvatāt, 'all-ness,' showing the deep Indo-Iranian roots of the concept. The office is only the latest translation.
